In Summary
“The president of Zanzibar is the spokesperson of
the government and Head of State...when the First Vice President
addresses CUF members on political platforms he gives the party’s
perspective as a top party leader,”
Zanzibar.The Civic United Front
(CUF) has spoken in favour of remarks made by Zanzibar President Ali
Mohamed Shein that he is the spokesperson of the Revolutionary
Government of Zanzibar and not First Vice President Seif Sharif Hamad.
This stand was made yesterday by the deputy secretary general of CUF in Zanzibar, Mr Hamad Masoud Hamad, in an interview with The Citizen in his office at Mtendeni, Unguja.
Mr Hamad said that when the First Vice President comments on Union issues and the political situation in the Isles, he speaks as a CUF leader and this is why he uses the political platform when addressing its members.
“The president of Zanzibar is the spokesperson of the government and Head of State...when the First Vice President addresses CUF members on political platforms he gives the party’s perspective as a top party leader,” Hamad said.
CUF deputy secretary general’s stand followed different perspectives about who had the authority and responsibility of talking about Zanzibar and its citizens, especially on constitutional and legal issues.
Speaking on the assessment of the Government of Nation Unity (GNU) over a period of three years, Hamad said it had succeeded to maintain peace and eradicate tensions and political confrontations which in the past contributed to holding back the development of Zanzibar.
However, he said the structure of the GNU needed to be reviewed in order to ensure that it reflected its real concept. He said that it was not appropriate for the structure of GNU to involve only ministers and their deputies without considering other positions of government executives.
“I think there are still some government officials who are dissatisfied with the GNU... this is a problem that needs to be dealt with,” said Hamad.
